In Brazil many people end e-mails with "Abraços" or "Um abraço", i.e.,
"hugs". I got used to writing "hugs" as "[[]]", and now I often finish
e-mails with a "[[]]" without thinking...

First step: simulate by hand the behavior that you want. Once that
behavior is clear we can try to implement it in elisp...
