[Elisp-code-efs] Fix for VMS

Hi. The attached files provide a fix to allow some basic support for using
efs to edit files on an OpenVMS. I'll send proper patches later, but for the
moment, these files can be used as a direct replacement, to fix an out of
the box Xemacs (windows) install, to allow it to do VMS efs properly. Now, i
know if i need them again, then they are here :)
