No, it is a bug.

I'd like to get rid of Section, Subsection etc in the TOC and navigation bar
(split documents), but keep Figure and Table labels in the captions.

The naming of the option --notoclables would suggest that only
table-of-content labels are affected.

It should be so: in fact the output should be exactly as the PDF, so
that the "Figure " should appear in the caption -- but not in the list
of figures.

I have changed it now, it should work. It would be great if you could
confirm it :)

Works fine for Figure and Table. Are there any other elements that should be tested?
