Hi Don,

I have sent the mail (1) (see below), which includes X-Debbugs-CC to a
different list (address@hidden) and a developer (Dave <address@hidden>).  As
admin/notes/bugtracker recommends, I used X-Debbugs-CC instead of Cc.
As the Acknowledgement message (2) said, it was sent to ding and Dave
as well.  However, the mail on the list (3) didn't show the additional
recipients.  So Stefan's reply (4) didn't go to Dave.  Instead of (3),
the mail on the list should contain the X-Debbugs-CC header renamed to
"Cc" and included in Reply-To or better Mail-Followup-To (but that's
Bug#430).

For demonstration purpose, this message is similar (6).  As
admin/notes/bugtracker might need to be adjusted, I assigned this bug
to both, emacs and emacsbugs.

When a new bug report is filed with an X-Debbugs-CC header, the mail
that gets sent out to the list now includes the contents of that header
in a Mail-Followup-To header.

This isn't all that you asked for in that it is not converted to an
explicit CC header, but it should enable replies to work correctly.
