Say, for FFAP, why is C-x d also URL sensitive? C-x C-f already knows
about URLs. Why would somebody want to run dired on a URL? (FTP is the
only thing that comes to mind.) So C-x d should "give it a rest" and
default to plain local dired, no?

No. As well as ffap, you can look at url-handler-mode.
