This is a regression - works fine in Emacs 24.2.

emacs -Q
 
C-h f macroexpand-all
 
  macroexpand-all is a compiled Lisp function in `macroexp.el'.
 
  (macroexpand-all ARG1 &optional ARG2)
 
  Not documented.
 
But the function has doc and it has an autoload cookie:
