The docstring of `indent-to' says:
"(indent-to COLUMN &optional MINIMUM) [...] The return value is COLUMN."
However, (indent-to 1 2) returns 2, even though COLUMN is 1.

Fixed on the release branch, thanks.
Please in the future just fix such obvious problems right away,
there's no need to have a bug number for that.
