The default location for client/server sockets should be in
XDG_RUNTIME_DIR in preference to /tmp.

I installed into master the attached patch, which should fix the bug, and am closing the report.

Stefan mentioned the problem of an old emacsclient attempting to contact a new Emacs or vice versa. Rather than try to automate that, which would be an error-prone process, we can just suggest to people to use the appropriate socket name settings.
