The Boost package needs to provide libboost_python3 so that we can get
rid of Python 2 in dependent packages.

A good test for this change would be the 'vigra' package.

This was fixed in 2ac164a8107dbb07ba1ed29986859d3e936f795a on the
'core-updates' branch.
