URL syntax (was: Re: Tramp, "[]" in file names, and file-expand-wildcards)

Any chance of switching over to an URL syntax?  

My dusty old brain cells have trouble remembering the rcp syntax used
by Emacs on the rare occasions that I need it, and it must be even
worse for users whose exposure to the net was in the age of the
browser..

I believe wmperry has the code needed in his url package, what is
needed is enabling it by default and documenting it as such.
