    So my radical suggestion is this: If inhibit-startup-message is nil,
    then create a special readonly startup buffer containing whatever you
    wish to show the user and make that buffer the initial buffer.
    (Preferrably it would tell you to visit a file instead of just beeping
    "Buffer is read-only" if you try to type characters.) Do no special
    splash stuff.

We certainly don't want to eliminate the splash screen--we have done a
lot of work on it.  The rest of this idea might perhaps be good.

One reason I am not sure is that sometimes people type notes into
*scratch* rather than visiting a file.

Another is that users might resent being pushed, rather than just
urged, to do things the more intelligent way.
