It looks like the code was deliberately written to treat those buttons
differently, and that that was correct for some users at some time.
Apparently it is not correct for you.  Can we figure out what
has happened?  Has there been a change in how xterm behaves?

Are you using an xterm, or is it a Linux console?
This file says it is used for both.
