configured using `configure --prefix=/usr --infodir=/usr/share/info/emacs-21'

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:
I ran w3 and got the following error

error in process filter: Invalid function: (macro . #[(handle)
"\301\302^HE\207" [handle nth 2] 3]

If I use these packages with emacs 20.7 I get a different error wrong
type argument stringp, nil all the time.

I can document this one if you wish.
