If this is so, shouldn't the ":version" `defcustom' parameters I just
proposed in the patch to lisp/mail/smtpmail.el and
lisp/mail/sendmail.el be changed to "21.4" or whatever the next
version will be that will include the fixes?  The :version parameter
seem to require that there exists a release plan for future releases
so it is possible to add the correct information.
