I'm not using the tarball, I'm using the CVS RC branch with the tag you
gave (EMACS_21_1_RC).

M-x emacs-version says:

  GNU Emacs 21.2.1 (i686-pc-linux-gnu, X toolkit, Xaw3d scroll bars) of
