This is a nice function!  But it needs a better documentation string.

Currently, the first line of the documentation string says;

    Return the mode-line of selected window as a string.

It should say something like:

  Format, according to optional arg FORMAT, the mode-line of selected WINDOW.

Then the second and subsequent lines could say:

  If neither optional argument is given, return the window's current
  mode line as a string.

  See `mode-line-format' for detailsof how to specify FORMAT.  If
  FORMAT is t, return the buffer's header-line.  Second optional arg
  WINDOW specifies a different window to use as the context for the

Should the word `header-line' be replaced with `Info header-line' to
make more sense to people?
