Major redisplay messup

With latest CVS version, try this running under X:

emacs -q

Menu:  Help->More Manuals->Emacs Lisp Reference

m Intro to Buffer-Local Variables

(you are now supposed to see the Introduction to Buffer Local Variables section)

C-v C-v M-v M-v

First page of the section is now a big mess...

Happens with other manual pages as well.

By trying different builds, it seems the problem has been introduced
somewhere between July 3 and July 7.
