C-x C-q now does toggle-read-only |

I have now rebound C-x C-q so that it does toggle-read-only, not
vc-toggle-read-only. Sorry for the delay, but I'm really busy with my
PhD thesis which is due in just a couple of days.
toggle-read-only now gives a warning message when used on a file under
version control.
I have also added a NEWS entry and updated the manual.
