It looks like we don't have legal papers for table.el.
You signed an assignment for your changes to Emacs.
It is not automatically the case that table.el constitutes
a change to Emacs, since it is an added program.
However, if you send a letter to the FSF saying that
table.el constitutes a change to Emacs and is covered by
those papers, that will do the job.
