Ah, so the bug was introduced sometime between 2002-08-21 and
2002-09-04 (the version I was using).

It's interesting that the CVS head from 2002-09-04 and 21.2 exhibit
the problem, but it was not there in the version you have.  Maybe
that means it's not the Emacs version but something else in my
setup?  Could you try a more recent checkout?
