I've copied it from a wrong place, sorry.  The mail-, not gnus-
function behaves as shown above.

Gnus uses gnus-extract-address-components in some places because
m-e-a-c didn't support non-ASCII characters until Emacs 21.3.50.
However, the importance of using it increased in the other sense.
