Faces would need to be merged.

  (put 'h1 'face 'Info-title-1-face)
  (put 'italic 'face '(face :slant italic))
  (switch-to-buffer (generate-new-buffer "*tmp*"))
  (insert (propertize "lirum larum"
                      'category '(italic h1)
                      'face '(face :foreground "Blue"))))

This should get an italic `Info-title-1-face' in blue.
