Have you done the (standard-display-default 128 255)?
It works for me:

  % ~/src/emacs/trunk/src/emacs --unibyte -Q ~/html/2030/tp2/slip.hs
  M-: (standard-display-default 128 255) RET
  M-x toggle-enable-multibyte-characters RET
