checking X11 version 5 with Xaw... 5 or newer, with Xaw; use toolkit
by default
checking X11 toolkit version... 6 or newer

and:

  What window system should Emacs use?                    x11
  What toolkit should Emacs use?                          LUCID

I guess that explains the difference in behavior.  The behavior I see
seems to be definitely a bug.
