FWIW, this is the code I use to do something similar:

   (defun miles-c-lineup-arglist-intro-indented-after-function (langelem)
       (backward-up-list 1)
       (vector (+ (current-column) c-basic-offset))))

   (c-set-offset 'arglist-intro
