This macro sets c2 when charset is two-dimensional, and

> Event uninit_use: Using uninitialized value "c2"
> 297     c = MAKE_CHAR (charset, c1, c2);

this macro refers to c2 only when charset is two-dimensional.

So, there's no bug.
