Yes, intendedly so.

It's the more beginner-friendly version.  The old variant is the
"specialist" version which you'd use if you need full control.  Using
C-u to demand the easier variant seems like a backward way of using a
prefix argument.  The price is an incompatibility in the default user
interface to previous versions.  Personally, I consider it an
improvement.
