asm-mode comment char patch (take 4)

Hi all,

Here's a new version of the asm-mode comment character patch.   
Changes from
previous versions:

o  As per Stefan Monnier's request, it no longer uses make-variable- 
buffer-local.

o  It now supports single-character strings as well as characters  
when setting
   the comment character.

o  I've added a couple of comments and altered the new doc strings a  
bit.
