Reordering etc/NEWS

Would someone please go through etc/NEWS and, within each page for the
coming release, reorder the subsections in the best order you can
find?

What makes an order good is a combination of _most important first_
and _related things together_.  There's not necessarily any one single
right order, but some orders are much better than others.  The current
order was not chosen for this, so it is probably very easy to improve.
