The user's directory for Emacs-specific purposes.

    Perhaps `user-data-directory' would be vague enough.

That fails to make the point, so it is not as good.

    Because, as Stephen has said, a variable with the same purpose and the
    name `user-init-directory' has existed in XEmacs for ten years.

I don't think anyone will care if they are different, but if so,
someone can make an alias.
