Yes, but I would have thought you could simplify the process a little:

org file -> XHTML + XOXO (org-mode export)
XHTML + XOXO -> content.xml (XSLT transform)
content.xml -> .odt file (zipping etc.)

Although it's likely I'm just missing some details of the process and it's
actually more complex than I understand.
