So maybe we should check for LANG, LC_ALL and maybe LC_MESSAGES in
tutorial.el itself.

Displaying the tutorial (one of the first things a new user sees from
Emacs) in an unexpected language, ignoring the standard i18n
environment, leaves an bad first impression.
