I think the configury stuff does work, but maybe it didnt originaly.
This line in configure.in:
echo " Does Emacs use -lrsvg-2? ${HAVE_RSVG}"
corectly prints "yes" if librsvg2-devel is installed, but "no" if it
isnt. The rest of the code gets to be correct if "#if 1 ..." is changed
to "if defined(HAVE_RSVG)" in the patch.
