    Has this situation changed after adapting GPL3?

We have tried to make it more explicit that the GPL applies to code
designed to be dynamically linked into Emacs.  However, the question
is whether any free software license can make that requirement.
That is a question of copyright law.

I think that meanmt to say "non-GPL code". or "proprietary code".

(Let's not confuse commercial with proprietary!
