multi-tty feature description

I'm glad to see that the multi-tty branch was merged into the trunk, but now
I'm wondering where is its description: we need a NEWS entry that explains
what was changed: tell us about local-function-key-map and how it relates to
function-key-map, same thing for other variables (like process-environment),
etc..
I can't do it because I don't know and don't have the time/energy to infer
it by looking at the changes in the code.
