On multi-user systems this could be a security risk, so it should be
disabled by default.
Better to limit it to setting safe variables.
If we think it a security risk, we can ignore such files unless
written by the current user.
That would make it far less useful. If we limit this to setting safe
variables, there is no risk, so there's no reason to care who wrote
the file.
