As `read-file-name-completion-ignore-case' seems not
honoured anyway by completion.el, maybe simply drop
that var and use `case-fold-search' instead?
The standard minibuffer completion routines do obey
`read-file-name-completion-ignore-case', don't they?
We just need to fix complete.el to do so.
