With text-mode footnote-mode should be present per
default IMO.


footnote.el says:

| ;; This file provides footnote[1] support for message-mode in emacsen.

That's not correct in this context.

Too footnote.el is buggy as it doesn't detect already
existing footnotes. Had delivered a footnote-init.el
