In the default language environment visiting an image file (according to
its content) without a file extension or with a file extension unknown
to Emacs, displays this file in image-mode as an image. This is OK.
But after `(set-language-environment 'cyrillic-koi8)' doing the same
opens this file in fundamental-mode.
