It is largely irrelevant how much "advanced" a release of libxpm is,
because Emacs is not a general interface to access its functions; it
just uses a subset of it for its purposes, a subset which is
implemented in all three of libxpm.dll, xpm4.dll and libXpm-nox4.dll.

Choosing one or the other is more a matter of stability (bug fixes,
etc.) and compatibility with Emacs. As libxpm.dll is now included in
the binary Windows distribution, certainly it makes sense to prefer
it, as it can be assumed it is relatively stable and compatible. If
the user really prefers to use another library, he can trivially
modify `image-library-alist' in his .emacs.
