If they are using the Euro sign they probably expect Latin-9, unless they use UTF-8 in the first place. The choice of input method is separate from the choice of file coding system. In Emacs 22, there are different input methods for Latin-1 and Latin-9. Even if you save as UTF-8, you have to choose one of them or the other. Is that different in Emacs 23?
