Er, no.

`region-active-p' is defined in simple.el (unless someone's undefined it
in the last week or so).

transient-mark-mode "only mode" is used by `mouse-set-region-1'.

Johan mentioned that "only mode" was documented in the Emacs (or Elisp?)
manual, though I haven't looked it up.
