23.0.60; TRAMP have faulty header

Hello!

Tramp.el starts with

        ;;; tramp.el --- Transparent Remote Access, Multiple Protocol
        ;;; -*- mode: Emacs-Lisp; coding: utf-8; -*-

The local variables in the second line are never used by GNU Emacs,  
this line has to be the first one. I see tramp.el only in ISO Latin-1  
encoding. The same is also true for tramp-uu.el and trampver.el.
