ChangeLog conventions (was: Changes to emacs/lisp/gnus/ChangeLog, v)

Are such changes really useful?  Do we have a written convention about
this?  If so, `M-q' should do it automatically.  Every time I see such
changes (quite often recently), I need to figure out if it is just
filling or a "real" change.
