C-h v mouse-wheel-follow-mouse RET

   `mouse-wheel-follow-mouse' is a variable defined in `mwheel.el'.

   Whether the mouse wheel should scroll the window that the mouse is over.
   This can be slightly disconcerting, but some people prefer it.
