For records sake, I am able to building GNU Emacs from savannah GIT repo using 
MinGW on WXP with following details:


OS Name    Microsoft Windows XP Professional
Version    5.1.2600 Service Pack 3 Build 2600


GCC: gcc (GCC) 4.3.0 20080305 (alpha-testing) mingw-20080502
Built using cmd as shell (not Msys and bash)
