These changes are apparently incompatible with partial completion
mode; opening a non-existing file is impossible with an Emacs built
a few minutes ago:

   1. emacs -Q
   2. M-x partial-completion-mode RET
   3. C-x C-f foo.txt RET

Hitting RET shows [No match] in the minibuffer instead of creating
the buffer.  It works with my previous Emacs (built 2008-11-21).
