Please stop cc'ing bug-gnu-emacs

Please stop cc'ing things to bug-gnu-emacs and emacs-pretest-bug.

The _only_ time to use those addresses is when you want to report a
new bug.

If you cc them when responding to, or closing, existing bugs, you will
generate duplicate mails, and possibly new bug numbers.

(I consider it a bug in the tracker, but there seems no prospect of it
ever changing.)

Gnus users can add "\\(emacs-pretest-bug\\|bug-gnu-emacs\\)@gnu\\.org"
to message-dont-reply-to-names.
