C:\emacs\nt> configure --help
Usage: configure [options]
Options:
   --prefix PREFIX         install Emacs in directory PREFIX
  [...etc...]
   --with-svg              use the RSVG library (experimental)

You'll need to provide the appropriate librsvg headers, and use the
--with-svg configure option.
