There should be a whole section on "How to publish your changes without
putting them in the master upstream branch", and there will be.  But
right now, I'm more concerned with making sure Emacs maintainers can
continue to work; they have less need for the unofficial-publication
scenario than other people might.

Also, I'm waiting for us to actually switch so we can tweak the
https://code.launchpad.net/emacs import mirror branch accordingly (i.e.,
have it pull from bzr, not cvs), at which point the instructions at the
above URL will need to be re-tested I think.

So for all those reasons, I haven't put this in the wiki yet myself,
though wouldn't discourage anyone else from doing so.
